SFDA Takes Over Cosmetic Monitoring in China
According to the State Council's institutional restructuring scheme of 2008, the State Food and Drug Administration (SFDA) takes over the process of administration of cosmetic products from the Ministry of Health (MoH). It comes into force on Sept 1, 2008. SFDA is responsible for the acceptance of the application for hygiene license of imported cosmetics, China-made special cosmetics and new ingredients of cosmetics.
SFDA will manage and monitor the hygiene permission of cosmetic products. The application process is similar as before. This process continues adopting Procedure of Health Administration Permission of Health Related Product, Declare regulation of Health Administration Permission of Cosmetic, and the Hygienic Standard for Cosmetics (2007 edition).
The code of Registration Certificate for General-used Cosmetics and the Document for Hygiene Permit of Cosmetics for Special Purpose will be amended. However, the certification or documents of cosmetic products approved by MoH are still valid within the effective period.
SFDA is responsible for the technical issues and review of cosmetic products. The manufacturing hygiene of Cosmetics for Special Purpose in China remains being assessed by the responsible organization in the Province before the reformation.
