On 14 August, 2008, President George W. Bush signed a landmark legislation, the ‘Consumer Product Improvement Act of 2008’, (HR 4040) into law. The act reauthorizes the Consumer Product Safety Commission (CPSC) for 2010-2014 and expands the Commission’s role in ensuring the safety of consumer products, especially those designed for children.

When REACH regulation came into force in June 2007, the word “Article” has been linked up with consumer products in textile industry. Textile products, such as jackets, T-shirts, underwear, footwear, etc. are defined as “Article” under REACH regulation. Article means an object giving a special shape, surface or design during production that determines its function to a greater degree than does its chemical composition.
04/08/08 Consumer Testing How to save cost in regard to new nutrition label scheme
Food and Drugs (Composition and Labelling) (Amendment: Requirements for Nutrition Labelling and Nutrition Claim) Regulation 2008 (Amendment Regulation) was enacted by the Legislative Council on 28 May 2008 and will come into effect on 1 July 2010. The information requirement in the nutrition label is now included energy plus seven nutrients (7+1) (namely protein, carbohydrate, fat, saturated fat, trans fat, sodium and sugar). Moisture, ash, dietary fibre, alcohol** and organic acid** tests should also be included in order to fulfill the nutrition labeling requirement.
29/07/08 Life Science Testing of Biocompatibility on Medical Device – Cytotoxicity (ISO 10993-5)
Biocompatibility refers to the interaction between a medical device and the tissues and physiological systems of the patient treated with the device. The clinical success and safety of medical device largely depend on its safe interaction with body tissue. It is usually due to the release of toxins which causes the device to be “not compatible”. In order to monitor the biocompatibility on medical device, the device itself or its extract prepared in exaggerated conditions is often used to ensure the safety under normal physiological conditions. The ISO 10993 set entails a series of standards from Part 1 to 20 for evaluating the biocompatibility of a medical device.

In July 2008, SGS Hong Kong has been endorsed by HOKLAS (Hong Kong Laboratory accreditation scheme) to offer accredited testing services on 20 Organochlorine (OC) pesticides and preservatives (Benzoic acid, Sorbic acid and Salicylic acid) tests.
