It applies to all chemical substances which are manufactured, imported, placed on the market or used within the EU. This regulation has laid down some specific exemptions, including restrictions requirements and means to transfer information in the supply chain, for cosmetic products as defined by Directive 76/768/EEC. After the regulation enters into force on 1 June 2007, companies will assume new and, in many cases, onerous responsibilities related to the chemicals on its own, in preparation or in article that they manufacture, import, distribute or use in EU.
